The National Human Rights Authority condemned and strongly denounced the horrific crime committed by Saudi enemy aircraft by targeting homes and civilian gatherings in the Dhubab and Maqbanah districts of Taiz Governorate, which resulted in an initial toll of three civilian citizens, including two children, being martyred and two others injured with varying wounds.

In a statement issued by it, the Authority denounced the Saudi enemy’s direct and deliberate targeting of the government complex in Khadir District of Taiz Governorate, a civilian service facility, which led in an initial toll to the injury of a number of civilian employees and citizens, and the destruction of the government building and its contents of documents and public interests serving the people of the district.

It considered the deliberate targeting of areas inhabited by civilians and civilian objects a flagrant and grave violation of all international rules and norms, and at the same time a full-fledged war crime and a crime against humanity, added to the record of the enemy’s crimes against the Yemeni people.

The statement pointed out that targeting civilians and children constitutes a blatant breach of the four Geneva Conventions of 1949 and their two Additional Protocols, the Convention on the Rights of the Child, and the basic principles of international humanitarian law represented in the principle of distinction, proportionality, and precaution, and the Security Council resolutions on the protection of civilians and civilian objects in armed conflicts.

The Human Rights Authority affirmed that targeting government and service facilities and civilian infrastructure is not an incidental incident, but comes within a systematic policy to strike state institutions, disrupt citizens’ interests, and increase their suffering, which amounts to internationally prohibited collective punishment.

The statement stated that this bombing violates Article (52) of Additional Protocol I to the Geneva Conventions, which stipulates the general protection of civilian objects, which must not be the target of attack.

The National Human Rights Authority demanded that the international community and humanitarian organizations assume their moral and legal responsibilities, break their shameful silence, and press to stop the targeting of civilians and civilian objects, holding the Saudi aggression coalition full legal and criminal responsibility for these crimes and the consequences they will produce.

The Authority called on all local and international human rights organizations to document these crimes and condemn their perpetrators, affirming that it will document these crimes and submit their files to the relevant international bodies, considering that these crimes are not subject to a statute of limitations.
