There used to be a night in June when Hong Kong did something no other Chinese city was allowed to do. It remembered. Not in a whisper, not in a private chat, but in a park so full of candles the grass looked inhabited by a second sky.
That park has been dark for years. This week a court did the remaining work: it convicted organisers of those vigils in a national-security trial, a legal full stop placed on a civic ritual that had already been strangled in practice. Reporting from the BBC, CNN, the Journal, the Guardian and the AP converges on the same unadorned fact. The people who kept the memory were found guilty.
Law as a memory-erasure device
National security law is written to sound like weatherproofing. In practice, in Hong Kong since 2020, it has been a machine for converting politics into crime and crime into silence. Inciting subversion is a phrase with a long career in authoritarian legal systems. It does not need a bomb. It needs a pamphlet, a vigil, a sentence that treats the state’s story as incomplete.
A candle is not a weapon. Treating it as one is how a government admits that memory still has a constituency.
I am not going to insult the defendants by turning them into stained glass. The Alliance that ran the vigils was a political organisation, with arguments, factions, and a very specific reading of 1989. That is the point of a free city. You do not need to love every slogan in Victoria Park to understand that a city which can hold that park is a different creature from a city that cannot.
What Beijing needed this trial to say
Those three messages have already been received. Diaspora vigils will continue in London, Toronto, Taipei. They matter. They are also what a state can tolerate: mourning at a safe distance. The thing Hong Kong had, which almost no one else in the Chinese-speaking world had, was mourning in the jurisdiction.
Western governments will call this a deterioration of autonomy. That language is now a kind of etiquette. The sharper reading is about time. Authoritarian projects are often less about converting believers than about outlasting witnesses. Convict the witnesses, wait, and the next cohort grows up thinking the candles were a rumor.
I keep a private list of cities that taught me what a public square is for. Lagos on a Saturday. London on a march that goes nowhere and still has to happen. Hong Kong, once, on a June night. The square is not gone because the law is strong. The square is gone because the law decided the past was a security threat. That is a theory of government. It should be named as one.
If there is a practical instruction for readers outside the city, it is this: do not outsource remembering to a place that has been forbidden to remember. Carry the names. Carry the photograph of the park. And when officials say this was only law, answer that law is one of the ways a state talks when it is afraid of a date on the calendar.
